New congressional leaders as well as policy makers in the Obama administration are expected to press for fresh limits on media consolidation and require phone and cable firms to open their networks to Internet competitors. Sen Rockefeller will likely play a key role in shaping policy and given he represents a sparsely populated, rural state, it is expected he will be more inclined to use the government to ensure that all consumers have access to low-cost phone and high-speed Internet service.
